Prosecutors of the Kherson Regional Prosecutor's Office proved the guilt of a citizen of the Russian Federation, who held the position of "head of the government of the military-civilian administration of Kherson region." He was found guilty of collaboration activities and glorification (exaltation, justification) of individuals who carried out armed aggression against Ukraine (part 6 of article 111-1, part 3 of article 436-2 of the Criminal Code of Ukraine).

By the court's verdict, he was sentenced to 12 years of imprisonment with confiscation of property. In addition, he was deprived of the right to hold positions in state authorities, local self-government, and institutions providing public services for a period of 15 years.

It has been established that the convicted individual is a former first deputy governor of the Kaliningrad region of the Russian Federation and a former FSB employee, who was part of the inner circle of the highest military-political leadership of Russia. In the summer of 2022, he arrived in the temporarily occupied territory of Kherson region and headed the so-called government of the military-civilian administration of the region.

He organized and participated in political events aimed at supporting the Kremlin regime and legitimizing the occupying authorities. In particular, he was involved in the opening of the regional occupation "Tavria" television and radio company – a propaganda resource created for informational influence in favor of the aggressor state.

In his public speeches, he repeatedly praised representatives of the Russian occupation administration, Russian military personnel, and illegally created authorities and law enforcement structures in the temporarily occupied territory.

The verdict was rendered in absentia. The convicted individual will serve his sentence from the moment of his detention.

The special pre-trial investigation was conducted by the Security Service of Ukraine in the Kherson region.
