Prosecutors of the Mykolaiv Regional Prosecutor's Office, in cooperation with other law enforcement agencies, have reported suspicions against 14 individuals, including the head of the village council, a city council deputy, the head of the interdistrict medical and social expert commission, managers and officials of municipal and state enterprises, the education department, and leaders of societies. 

The amount of damages caused is over 52 million UAH.

Budget

-​ the director of LLC "Yuventa – Group Ukraine" embezzled budget funds during construction work for the repair of the district hospital premises in the amount of 5.1 million UAH;

-​ the director of the communal enterprise "Cost-Effective Mechanization Division" of the Mykolaiv City Council and two directors of business entities developed a scheme to artificially inflate prices during the procurement of cable and wire products, causing damages to the communal enterprise in the amount of over 1 million UAH;

-​ a deputy of the Pervomaisk City Council of the VIII convocation, while simultaneously being an individual entrepreneur, embezzled budget funds during the current roof repair work of the KNP "Pervomaisk Central City Multidisciplinary Hospital" in the amount of 304 thousand UAH;

-​ the former director of the gas station of the PI "AMIK Ukraine" misappropriated fuel from the reserve stocks of the Main Department of the National Police in the Mykolaiv region in the amount of 1.5 million UAH.

Education

-​ the head of the children's affairs service of the Novoodeska City Council unjustifiably granted 8 individuals the status of guardians (trustees) of an orphaned child or a child deprived of parental care (to evade military service during mobilization), which also led to unlawful payments from the budget in the amount of 280 thousand UAH;

-​ the director of LLC "Gospodar-2" embezzled budget funds during construction work for the current roof repair of one of the buildings of the Voznesensk General Education School of I-III degrees in the amount of 195 thousand UAH;

-​ the director of LLC "Nikovita" embezzled budget funds during the reconstruction work of the Voskresenska General Education School of I-III degrees in the amount of 276 thousand UAH.

Subsoil

-​ the head of LLC "UKRPROM-STAR" engaged in illegal extraction of state significance minerals – water without a special permit for subsoil use, causing damage in the amount of 40 million UAH. 

Other

-​ the head of the Domanivka Village Council misappropriated funds in the amount of 200 thousand UAH through the fictitious employment of a close relative;

-​ the head of the Pervomaisk interdistrict medical and social expert commission of the regional Center for Medical and Social Expertise, as a person authorized to perform state functions, intentionally included knowingly false information in the declaration of property status and income, differing from the true information by the amount of 3 million 258 thousand UAH;

-​ a leading specialist of the Department of Maritime and Economic Law of the National University of Shipbuilding named after Admiral Makarov demanded and received an unlawful benefit in the amount of 42 thousand UAH for influencing the decision-making of university officials;

-​ the former head of the postal communication department of the Mykolaiv region of JSC "Ukrposhta" misappropriated cash and material values in the amount of 105 thousand UAH.

The actions of the suspects have been qualified under part 5 of Article 191, part 1 of Article 366, part 5, part 5 of Article 27, part 2 of Article 364, part 4 of Article 191, part 1 of Article 364, part 3 of Article 240, part 1 of Article 366-2, part 3 of Article 369-2 of the Criminal Code of Ukraine.

Requests for preventive measures and for the suspension of the suspects from their positions have been prepared.

The pre-trial investigation in the criminal proceedings is being conducted under the procedural guidance of prosecutors of the Mykolaiv Regional Prosecutor's Office in cooperation with the Main Department of the National Police and the Security Service of Ukraine in the Mykolaiv region.

For reference: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
