$ 14,000 for a ticket to Romania or Moldova: an ex -law enforcement officer from Kharkiv and his accomplice was detained

Under the procedural guidance of the Kharkiv Regional Prosecutor's Office, two men have been notified of suspicion for facilitating the illegal transportation of individuals across the state border of Ukraine through advice, instructions, and the provision of means, committed by a group of individuals in conspiracy and for mercenary motives (Part 3 of Article 332 of the Criminal Code of Ukraine).

The investigation established that in August 2025, in Kharkiv, a law enforcement officer offered his acquaintance, who was wanted for evading summons to the Territorial Center for Recruitment and Social Support, to leave Ukraine for Romania or Moldova. He assured that he had a well-established "route" and reliable people to implement the plan. 

Initially, the man was to be taken to Vinnytsia, and then transported abroad. For the transportation, the "client" was to transfer 10,000 hryvnias, separately give the driver 2,000 US dollars, and after arriving in Vinnytsia — another 12,000 US dollars to one of the participants in the criminal scheme — a 29-year-old resident of Mykolaiv. All these requirements were fulfilled.

On September 19, 2025, while at a currency exchange point, during an attempt to transfer 12,000 US dollars to a crypto wallet as the final "payment for the transportation," law enforcement officers detained the 29-year-old accomplice.

In Kharkiv, the former law enforcement officer himself was also exposed and detained — he had already been dismissed from his position at that time.

The court granted the prosecutor's request: both suspects were taken into custody for a period of 60 days. The court also set the bail amount for each of them at 587,432 hryvnias.

The investigation is currently ongoing. All circumstances and other individuals involved in the commission of the specified crime are being established.

The pre-trial investigation is being conducted by the second investigative department (located in Kharkiv) of the Territorial Administration of the State Bureau of Investigation, based in Poltava. Operational support is provided by the 7th Department (serving the Kharkiv region) of the Criminal Investigation Department of the National Police of Ukraine and the Department of Military Counterintelligence of the Security Service of Ukraine.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
