Prosecutors of the Mykolaiv Regional Prosecutor's Office, in cooperation with other law enforcement agencies, have reported suspicions against 20 individuals, including the city mayor, officials of the military administration, heads and officials of municipal and state enterprises, the education department, and leaders of associations. The total amount of damages is over 364 million UAH.

Embezzlement and Misappropriation of Budget Funds

- The director of the municipal enterprise "Profitability Division of Construction Mechanization" and three directors of business entities developed a scheme to artificially inflate the price of street lighting electrical equipment by a total of 6.9 million UAH;

- An official of the branch of the separate subdivision "South Ukrainian Nuclear Power Plant" improperly performed their duties during technical supervision of repair work on one of the nuclear power plant's facilities, which led to unjustified transfers of funds totaling 5 million 770 thousand UAH to the account of a limited liability company;

- The director of the State Enterprise "Agency of Local Roads of Mykolaiv Region" and a limited liability company misappropriated budget funds during construction work to strengthen and protect an energy facility from missile strikes by the Russian Federation, amounting to 3.2 million UAH;

- The former deputy director of the department – head of the management of Mykolaiv OVA and the leading engineer supervising construction of this management assisted a contracting organization in misappropriating budget funds during the construction of a bridge crossing over the Southern Bug River, amounting to 1.6 million UAH; 

- The mayor of Bashtanka embezzled 1.2 million UAH of budget funds and facilitated their misappropriation by an individual entrepreneur during the procurement of clothing for military personnel;

- A leading specialist of the Main Department of the State Consumer Service in Mykolaiv Region, through improper performance of their official duties, without verifying the quantity and quality of the received goods, signed invoices for office supplies that were not actually delivered. The amount of damages is 355 thousand UAH.

- The director of the health care municipal enterprise of Stepivska village council illegally awarded themselves bonuses from the community budget totaling 249 thousand UAH;

- The acting director of the regional landscape park "Tiligul" together with an entrepreneur misappropriated budget funds during the development of the Project for the organization of the territory of the regional landscape park, amounting to 255 thousand UAH.

Education

- The head of the education department of the Berezanka village council purchased generators at inflated prices. The amount of damages amounted to 484 thousand UAH;

Corruption

- The acting head and the chief specialist of the sector of the Main Department of the State Consumer Service in Mykolaiv Region received illegal benefits totaling 102 thousand UAH. 14 facts have been documented;

Subsoil Resources

- The director of the public joint-stock company "UMR Hydroenergo" engaged in illegal extraction of state significance minerals – granite without a special permit. The amount of damages to the state is 343.8 million UAH.

The actions of the suspects have been qualified under Art. 28 Part 5 Art. 191, Parts 4, 5 Art. 191, Part 2 Art. 205-1, Part 1 Art. 209, Part 4 Art. 240, Part 2 Art. 358, Part 1 Art. 366, Part 2 Art. 367, Part 3 Art. 368 of the Criminal Code of Ukraine.

Requests for preventive measures and the suspension of the suspects from their positions have been prepared.

Pre-trial investigations in criminal proceedings are conducted under the procedural guidance of prosecutors of the Mykolaiv Regional Prosecutor's Office in cooperation with the National Police, the Security Service of Ukraine, the State Bureau of Investigation in Mykolaiv Region.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
