13.10.2025
Under the procedural guidance of the prosecutors of the Cherkasy Regional Prosecutor's Office, two commanders of the Russian armed forces units have been notified of suspicion in absentia – the commander of the 121st Heavy Bomber Aviation Regiment of Long-Range Aviation and the commander of the 22nd Guards Heavy Bomber Aviation Donbas Red Banner Division of Long-Range Aviation of the Aerospace Forces of the Russian Federation.
Recall that in November 2023, a suspicion was announced in absentia against a lieutenant general – the commander of the long-range aviation of the Aerospace Forces of the Russian Federation.
The investigation established that the lieutenant general issued combat orders to subordinate colonels regarding missile strikes on civilian infrastructure in the city of Uman in April 2023, with specified coordinates.
The colonels planned the operation and issued a criminal order to strike civilian targets in the city with precision missiles X-101. The missiles were launched from the Olenya airfield in the Murmansk region of the Russian Federation.
On April 28, 2023, at 4:29 AM, the missiles hit two civilian objects in the city of Uman – a residential apartment building and a parking lot.
As a result of the missile strike:
• 24 civilians were killed, including 6 children;
• 9 people sustained injuries;
• 7 buildings, 6 enterprises, and 70 vehicles were damaged;
• environmental damage was caused due to the unorganized release of pollutants into the atmosphere.
The actions of the suspects have been qualified under Part 2 of Article 28, Part 2 of Article 438 of the Criminal Code of Ukraine.
The pre-trial investigation in the criminal proceedings is being conducted by investigators of the Security Service of Ukraine in the Cherkasy region under the procedural guidance of the Cherkasy Regional Prosecutor's Office.
The investigation into the tragic events in Uman is ongoing.
Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
