Under the procedural guidance of the prosecutor's office of the Donetsk region, a large-scale special operation was conducted to expose officials and entrepreneurs who, instead of assisting the Armed Forces of Ukraine and civilians, were working for their own benefit. And this is in Donetsk, which has been suffering from enemy attacks for over 11 years.

During the joint efforts of prosecutors and law enforcement in Donetsk within the framework of criminal proceedings, operations were carried out in the Donetsk, Chernihiv, Khmelnytskyi, Dnipropetrovsk, and Kyiv regions, as well as in Kyiv city. Currently, 20 individuals have been notified of suspicion. The total amount of damages exceeded 43.7 million UAH.

Procurement Schemes

-       15 kilometers from the front line in Lyman, the director of a limited liability company set up shelters that accommodate only 8 people instead of 20. The total damages amounted to 2.1 million UAH.

-       The director of a regional medical facility overpaid for medical equipment by nearly 200,000 UAH.

-       Over 4.7 million UAH – the former head of the regional state administration department accepted work at a pumping station, while part of the equipment did not meet the project and budget documentation.

-       The head of the department of Kryvorizh village council purchased generators at inflated prices, causing damages amounting to 153,000 UAH.

Payment Fraud

-       Two former chief accountants of hospitals and a former specialist of the Novodonets village council unjustifiably transferred and paid inflated salaries. The total amount of damages is 3.9 million UAH.

-       The former head of the Novodonets village council provided a staff member with his personal digital signature and passwords to the banking system. His negligent attitude towards official duties cost the state budget nearly 1.5 million UAH.

-       The director of the hospital – a current deputy inflated the number of employees and unjustifiably received 13.2 million UAH on the institution's account under the state medical guarantees program.

Negligence in the Education Sector

-       The director of a private enterprise embezzled budget funds exceeding 1 million UAH during the capital repair of a kindergarten in Novohrodivka.

-       The head of the department of Pokrovsk city council overpaid more than half a million UAH for the capital repair of a school shelter.

-       A specialist from the same council's department purchased laptops for schools at twice the market value. Her actions caused damages of 600,000 UAH.

-       Negligence amounting to nearly 1 million UAH. The head of the department of Dobropillia city council purchased electricity at inflated prices.

Environment

14.7 million UAH in damages to the state. The former acting director of the State Enterprise "Sloviansk Forestry" and a leading engineer, 4 former foresters, as well as the chief microbiologist of the forest protection enterprise forged acts of forest pathology research and carried out illegal logging over an area of more than 50 hectares.

Depending on the actions committed by the suspects, they are charged under Part 3 of Article 190, Parts 4, 5 of Article 191, Part 2 of Article 28, Part 4 of Article 246, Parts 1, 3 of Article 362, Part 2 of Article 364, Part 3 of Article 365, Parts 1, 2 of Article 366, Parts 1, 2 of Article 367 of the Criminal Code of Ukraine.

Prosecutors are preparing motions for the selection of preventive measures for the suspects. Measures are being taken to recover the damages caused to the state.

The pre-trial investigation and operational support are carried out by the Main Directorate of the National Police in the Donetsk region, the Territorial Department of the State Bureau of Investigations in Kramatorsk, the Department of Strategic Investigations in the Donetsk region of the National Police, and the Security Service of Ukraine in the Donetsk and Luhansk regions.

According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
