Andriy Leshchenko: Ukraine needs to restore the military justice system
11.09.2025
The Deputy Attorney General participated in a military law forum on September 10. During his speech, Andriy Leshchenko drew the participants' attention to the need for a comprehensive restoration of the military justice system in Ukraine.
According to him, since 2014, despite the active aggression of the Russian Federation, Ukraine has lacked a full-fledged vertical of military justice, which complicates the documentation and investigation of war and military crimes.
“The creation of an effective military justice system must include not only military police with operational investigative functions but also investigative units, military prosecutors, military courts, and the legal profession. This will allow for prompt responses to violations, the collection and documentation of evidence, the support of prosecutions in courts, and at the same time protect the rights of servicemen,” emphasized Andriy Leshchenko.
In this context, it is important to align Ukrainian legislation with international standards, particularly regarding the qualification of war and military crimes.
“A comprehensive solution is needed that would allow not only for the investigation of military crimes but also for their prevention, supporting prosecutions while adhering to the principle of adversarial proceedings,” noted Andriy Leshchenko.
The Deputy Attorney General believes that only a comprehensive approach will ensure an appropriate level of military discipline, effective provision, and protection of the rights of servicemen.
