According to the investigation, from 2018 to 2024, the general director and the first deputy of the municipal enterprise (hereinafter — ME) organized a scheme.

The officials, having exclusive signing rights for financial documents, concluded additional agreements without conducting the mandatory public procurement procedures.

As a result of this "scheme," the supply of pipes, components, and equipment for the enterprise was carried out through a private company at an inflated price compared to the market value.

The territorial community of Kharkiv suffered losses amounting to nearly 7 million hryvnias.

Under the procedural guidance of the Kharkiv Regional Prosecutor's Office, the two officials of the ME have been notified of suspicion of misappropriation of someone else's property by abusing their official position, committed in conspiracy by a group of persons, in particularly large amounts and under martial law (part 5 of Article 191 of the Criminal Code of Ukraine).

The sanction of the article provides for punishment in the form of imprisonment for a term of seven to twelve years, with deprivation of the right to hold certain positions or engage in certain activities for up to three years and with confiscation of property.

The pre-trial investigation is being conducted by investigators of the Main Investigation Department of the National Police in the Kharkiv region.

Operational support is provided by the 7th Department (servicing the Kharkiv region) of the Criminal Investigation Department of the National Police of Ukraine.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
