An official of the Department of Urban Infrastructure of the Uzhhorod City Council and the director of a contracting organization established a mechanism for abusing budget funds, as a result of which the state suffered losses of over 4.1 million UAH.

Within the framework of the investigation, under the procedural guidance of the Transcarpathian Regional Prosecutor's Office, it was established that they committed illegal actions during the construction of a transport base for the municipal enterprise "Uzhhorod Municipal Transport" in December 2024.

Despite the fact that the construction work at the site was not fully completed by the company, the director submitted forged documents about their actual completion, which were approved by the city council official. Based on these documents, the contractor was unlawfully overpaid from the budget.

Currently, the suspects have been notified of suspicion:

- an official of the Uzhhorod City Council under part 2 of Article 364, part 2 of Article 28, part 1 of Article 366 of the Criminal Code of Ukraine — abuse of office and service forgery committed by a group of persons in collusion;

- the director of the contracting enterprise under part 2 of Article 364-1, part 2 of Article 28, part 1 of Article 366 of the Criminal Code of Ukraine — abuse of powers by an official of a legal entity of private law and service forgery committed by a group of persons in collusion.

Investigative actions in the criminal proceedings are ongoing. The issue of choosing preventive measures for the suspects is being resolved. Other individuals involved in the illegal mechanism are being identified.

The pre-trial investigation is being conducted by the Territorial Administration of the Bureau of Economic Security in the Transcarpathian region with operational support from the Security Service of Ukraine in the Transcarpathian region.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
