The leadership of the Luhansk Regional Prosecutor's Office has announced suspicion against a deputy – the director of the KNP "Troitske TMO" for the fact of misappropriation of property through abuse of office (part 5 of Article 191 of the Criminal Code of Ukraine).

Another participant in the criminal scheme – the director of a private enterprise has also been notified of suspicion for misappropriating budget funds and for the fact of legalization (money laundering) of property obtained through criminal means (part 5 of Article 191, part 1 of Article 209 of the Criminal Code of Ukraine).

According to the investigation, the deputy of the Troitska village council, who held the position of director of the KNP "Troitske TMO," conspired with the head of one of the private enterprises engaged in construction activities to misappropriate budget funds.

After the full-scale invasion, the woman remained in the temporarily occupied territory, and since April 2022, she has held the position of "chief physician" of the so-called state institution "Troitska Central District Multidisciplinary Hospital LNR."

Based on a contract for the purchase of a medical oxygen generator for the medical institution, the installation of which did not take place due to Russian aggression, she entered into a subcontract for the execution of works with the head of the construction company.

Thus, the suspect transferred almost 2.6 million UAH of budget funds to the bank account of her accomplice as an advance for the purchase of materials necessary for the installation of the hospital's oxygen supply system. The funds received were used by the contractor for purposes other than intended, causing losses to the Troitska village territorial community of the Svatove district.

Currently, the issue of announcing the suspects in search for the specified episode is being resolved.

The pre-trial investigation is being conducted by investigators of the Main Investigation Department of the National Police in the Luhansk region, with operational support from the Security Service of Ukraine in the Donetsk and Luhansk regions.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
