Prosecutors of the Office of the Attorney General have submitted an indictment to the court against the general director of the Russian state corporation "Rostec" and one of the closest aides to the top leadership of the Russian Federation. They are accused of aiding in intentional actions aimed at changing the borders and state border of Ukraine, violating the procedure established by the Constitution of Ukraine, which led to the loss of life and other serious consequences, as well as justifying the armed aggression of Russia against Ukraine, which began in 2014, using mass media (part 5 of Article 27, part 3 of Article 110, part 3 of Article 436-2 of the Criminal Code of Ukraine).

The investigation established that in 2019, the accused facilitated the implementation of a criminal plan of the aggressor state aimed at establishing control by the Russian Federation over the territory and population of the Autonomous Republic of Crimea in the energy sector. In particular, they ensured the construction and commissioning of the Balaklava (Sevastopol Combined Heat and Power Plant) and Tavriya Thermal Power Plant (Simferopol Combined Heat and Power Plant), the electricity from which was used for the needs of military units and subdivisions involved in the armed aggression against Ukraine.

Moreover, they involved another enterprise in the unified procurement system of "Rostec," organizing the production of ammunition and the supply of equipment and technologies for their manufacture. This ensured uninterrupted supplies of combat munitions to the units of the armed formations of the Russian Federation from 2022 to the present.

In 2023, one of the accused also publicly reported to the Prime Minister of the Russian Federation about the activities of the "Rostec" corporation on the official channel of the Russian government on YouTube, where he publicly justified the armed aggression against Ukraine.

The pre-trial investigation and operational support were carried out by the employees of the State Bureau of Investigation.
