Helped to "cut off" from the army for $ 15,000. Two group members reported suspicion
05.08.2025
Under the procedural guidance of prosecutors from the Odesa Specialized Prosecutor's Office in the field of defense of the Southern region, two participants of the group have been notified of suspicion ‒ a former military registration and enlistment inspector from one of the RTCs and SP in Odesa and a civilian, who, for money, arranged disability for the relatives of conscripts, thus helping them avoid mobilization.
The suspects are charged with receiving unlawful benefits for influencing the decisions of officials, committed in conspiracy by a group of individuals (Part 2 of Article 28, Part 3 of Article 369-2 of the Criminal Code of Ukraine).
The group also included a serviceman from the Ministry of Defense's Service Activity Support Center and two civilians. In April 2025, they were detained by law enforcement and notified of suspicion of abuse of influence.
Each member of the group had a clearly defined role. Acting in conspiracy, in February 2025, they demanded an unlawful benefit of 15,000 US dollars from the conscript. For this money, the suspects promised to influence the decisions of the medical commission members to arrange for his mother to receive a second group disability, which would grant the man the right to deferment.
During the investigative actions, law enforcement documented the transfer of the first part of the unlawful benefit ‒ 6,000 US dollars and 20,000 hryvnias for the preparation of the necessary documents and for removing him from the wanted list as a person evading mobilization measures.
During the next meeting, the man handed over the remaining amount ‒ 6,000 US dollars, receiving the prepared documents, which were supposed to serve as the basis for his removal from military registration.
Currently, the former inspector and the civilian have been chosen preventive measures ‒ detention and personal obligation. The Odesa Specialized Prosecutor's Office of the Southern region disagrees with this court decision for one of the suspects and will appeal it, demanding arrest.
The investigation is ongoing. Law enforcement is checking the involvement of other employees of the RTC and SP in Odesa in the crime, as well as the participation of the suspects in committing similar crimes and assisting other conscription-age individuals in avoiding mobilization.
