Ferrari for Russians, shadows and 17 million in the declaration. Investigation of the Office of the Prosecutor General exposed a lawyer-exertor of a defense enterprise

In May 2022, a car representing luxury and speed - the new Ferrari Roma - stopped at the Rava-Ruska customs post. Officially - the owner is a Ukrainian lawyer and former acting director of a state-owned enterprise of the Ministry of Defense. Unofficially, the car was intended for a completely different person. And not even from Ukraine.
At the time, no one knew that behind the wheel of this case was a well-built scheme. Two citizens of the Russian Federation who lived in EU countries (one had a Panamanian passport) wanted to import a supercar from Germany for €210,000 and avoid paying taxes. For this, they needed “their own” person, who would take advantage of the zero customs clearance provided for at that time for citizens of Ukraine during the war. It will definitely go down in history as the most expensive car brought during the war under zero customs clearance.
On May 3, Ferrari ended up on the territory of Ukraine, and already on the 7th - left for Paris. According to the investigation's calculations, more than €63,000 compulsory payments were thus avoided. In the declaration, the lawyer indicated that he bought a car on a loan from a lawyer he knew. However, the investigation under the procedural guidance of the prosecutors of the Office of the Prosecutor General established that the former official actually paid only €1,500 for the car. The entire other amount was paid by the Russian.
Prosecutors and investigators have begun reconciling the lawyer's declarations for 2022–2023. Other facts of unreliable declaration were gradually revealed. Thus, in the section “Corporate rights,” he indicated the value of his 100% share in the authorized capital of one of the companies in the amount of UAH 10,950,000, while according to official data, its actual value was UAH 1,000.
The total amount of unreliable information exceeded UAH 17.4 million - this is already a particularly large size in the sense of the law.
To prevent the disappearance of key evidence, prosecutors secured the arrest of Ferrari Roma. Although the car has long been outside of Ukraine, legally it is — under the ban on alienation.
The case with the supercar and secret assets was continued – the prosecutors of the Prosecutor General's Office notified the former head of the state-owned enterprise and the current lawyer on suspicion under part 2 of Art. 366-2 of the Criminal Code of Ukraine – declaration of inaccurate information in the amount of more than 2,500 subsistence minimums.
This investigation was an example of how the Attorney General's Office turns journalistic sensations into cases with real procedural consequences. And although the verdict is still ahead, the finale of this case will be strictly in accordance with the current legislation of Ukraine.
