Under the procedural guidance of the Kyiv Regional Prosecutor's Office, an indictment has been sent to court against the director of one of the educational institutions in the region. She is accused of abuse of power or office, which caused serious consequences (part 2 of Article 364 of the Criminal Code of Ukraine).

According to the investigation, a contract was concluded between the educational institution and a contracting organization for the supply of the simplest civil protection shelter. The delivered structure did not meet the requirements of state building codes and technical specifications. Despite this, the head of the educational institution signed the acts of completed works and delivery notes, ensuring the transfer of over 5 million UAH from the local budget.

Construction-technical and economic expert examinations confirmed that the shelters do not have the necessary protective properties, and control tests were not conducted before delivery and installation. The provided conclusions were based solely on theoretical calculations.

At the same time, the prosecutor's office filed a civil lawsuit for the recovery of damages amounting to over 5 million UAH, in order to return these funds to the community budget.

Operational support in the criminal proceedings was provided by employees of the Department of Strategic Investigations of the National Police. The pre-trial investigation was conducted by detectives of the Territorial Department of the Bureau of Economic Security in the Kyiv region.
