It has been established that 4 military personnel from the command staff of the 44th Army Corps identified targets and issued orders for artillery shelling of the regional center on June 2, 3, and 5, 2025. The enemy used the BM-21 "Grad" multiple rocket launcher with high-explosive fragmentation shells.

At that time, 6 civilians were killed, including a 17-year-old boy. Another 26 people, including children aged three and seven, were injured. Civil infrastructure facilities were damaged. 

Under the procedural guidance of the Sumy Regional Prosecutor's Office, suspects have been notified in absentia:

• a colonel, the regiment commander;
• a lieutenant colonel, the first deputy regiment commander;
• a lieutenant colonel, the artillery chief of the regiment;
• a captain, the commander of the reactive artillery battery.

Their actions have been qualified under part 2 of Article 28/part 1, 2 of Article 438 of the Criminal Code of Ukraine — violation of the laws and customs of war, committed by a group of persons in conspiracy, resulting in the death of a person.

The issue of declaring the suspects wanted is being resolved.

A special pre-trial investigation is being conducted under the procedural guidance of the prosecutor's office by investigators of the Security Service of Ukraine in the Sumy region and the State Border Guard Service.  

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime until their guilt is proven in a lawful manner and established by a court verdict.
