Custom disability: Corruption abuse with the participation of the former MSEC official was exposed in Bukovina

Prosecutors of the Chernivtsi Regional Prosecutor's Office, together with the Security Service of Ukraine (SBU), uncovered an extensive scheme to facilitate evasion of mobilization. Among the suspects are 7 individuals: a former head of the Interdistrict Medical and Social Expert Commission (MSEC), a former family doctor, and five intermediaries who "organized" fictitious disability for men of conscription age.
Thus, the former head of the interdistrict general-purpose MSEC, along with the former family medicine doctor and intermediaries, launched a "conveyor" for selling disability. The geography of the scheme covered the Vyzhnytsia and Dnistrovskyi districts of the Chernivtsi region, and the cost of the document package ranged from 3,000 to 12,000 US dollars.
The intermediaries found conscripted individuals, organized the creation of fictitious diagnoses for them — from musculoskeletal injuries to oncology, and issued documents about undergoing inpatient treatment. Subsequently, the documents were submitted to the MSEC, and the head of the commission signed positive decisions regarding the establishment of a disability group.
According to preliminary data, the group members produced documents for more than 30 men of conscription age. In addition, the investigation is checking over 600 similar cases.
During the documentation of the crime, about 50 simultaneous searches were conducted at residences, in vehicles, and in three medical institutions. Documents, blank forms with seals, forged medical history extracts, original medical expert files, and other medical documentation were seized.
The actions of the suspects have been qualified under Part 2 of Article 28, Part 1 of Article 114-1, Part 3 of Article 332, Part 5 of Article 27, and Part 3 of Article 358 of the Criminal Code of Ukraine.
The issue of choosing preventive measures is being resolved.
The pre-trial investigation is being conducted by investigators of the SBU in the Chernivtsi region with operational support from the Chernivtsi Department of the National Police of Ukraine.
Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
