FSB and Ministry of Internal Affairs of Russia were informed of suspicions for complicity in the crackdown of protesters of Maidan in February 2014

Under the procedural guidance of prosecutors from the Office of the Prosecutor General, suspicions have been announced against the Head of the FSB, the Minister of Internal Affairs of Russia, and their subordinates – accomplices among former leaders of the SBU and the Ministry of Internal Affairs of Ukraine. They are involved in the organization and conduct of an illegal anti-terrorist operation against participants in the protests on Independence Square in Kyiv on February 18-19, 2014.
The investigation has established that in January-February 2014, a group of FSB and Ministry of Internal Affairs employees from the Russian Federation were in Kyiv. They provided practical assistance to Ukrainian law enforcement in planning the forceful dispersal of protesters. They studied the operational situation, provided recommendations for the involvement of special units, and organized the importation from Russia of over 13,000 special means, including grenades.
Under their coordination, Ukrainian law enforcement implemented a plan for forceful measures under the guise of an anti-terrorist operation. As a result of these actions, 13 participants in the protests were killed, and over 250 people were injured on February 18-19, 2014.
After the Revolution of Dignity, the leaders of Ukrainian law enforcement agencies who participated in organizing these criminal actions fled to Russia, where they obtained citizenship and positions in the authorities of the Russian Federation.
The leaders of the Russian security agencies are accused of assisting employees of Ukrainian law enforcement in:
• illegally obstructing the holding of gatherings, rallies, marches, and demonstrations;
• exceeding authority and official powers;
• intentionally causing serious bodily harm;
• intentional murders.
The pre-trial investigation under Part 2 of Article 28, Part 5 of Article 27 of Article 340; Part 2 of Article 28, Part 5 of Article 27, Part 3 of Article 365; Part 5 of Article 27, Part 2 of Article 121; Part 5 of Article 27, subparagraphs 1, 5, 12 of Part 2 of Article 115 of the Criminal Code of Ukraine is ongoing. It is being conducted by investigators of the State Bureau of Investigation.
