Collaborationism has consequences: 14 suspicions in a week and more than a thousand verdicts in 2025

The prosecution continues to hold accountable individuals who consciously chose to work for the occupying authorities. Just last week, 14 suspicions of collaboration activities were reported.

This concerns citizens of Ukraine who voluntarily held positions in the so-called "administrations," "police," "courts," and other structures created by the aggressor state in temporarily occupied territories. Some facilitated the work of the occupying authorities, while others simply served in illegal law enforcement agencies, participated in pseudo-elections, or assisted the occupiers with resources and money.

Among the documented cases are work in the occupying administrations of Luhansk, service in the "Ministry of Internal Affairs of the Russian Federation" in the occupied territories, holding positions in illegal courts in Crimea and Sevastopol, participation in organizing fake elections in the Zaporizhzhia region, as well as business cooperation with occupying structures under Russian laws.

Several examples of documented collaboration activities:

Citizens of Ukraine voluntarily held managerial and deputy positions in the so-called "administrations of municipal districts" in the temporarily occupied territory of Luhansk region, performing organizational, administrative, and economic functions, ensuring the operation of the occupying authorities.

Facts of voluntary entry into the units of the so-called "police" and "Ministry of Internal Affairs of the Russian Federation" in the occupied territories of Luhansk have been documented, including in leadership positions, performing functions to maintain public order in the interests of the aggressor state.

Certain individuals voluntarily agreed to appointments to the illegally created "courts" in the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol, effectively exercising the judicial power of the aggressor state.

Facts have been uncovered of citizens of Ukraine serving in the illegal customs authorities of the occupying administration, where they carried out control and clearance of cargo in accordance with Russian legislation.

In the temporarily occupied territory of the Zaporizhzhia region, the participation of citizens of Ukraine in the work of the so-called "district electoral commissions," which ensured the conduct of pseudo-elections to the occupying authorities, has been documented.

Facts have been established of contracts being concluded with the occupying "ministries" and receiving multi-million profits for providing services to the occupying administration.

Actions of individuals who facilitated the implementation of decisions by the occupying authorities in the temporarily occupied territories, including through the transfer of material resources and organizational support, have been documented.

These are not isolated cases, but a systematic effort. 

Throughout 2025, law enforcement agencies recorded 1,714 criminal offenses related to collaborationism. As a result of investigations, 719 individuals have been notified of suspicion, and 523 indictments have already been submitted to the court.

At the same time, emphasis has been placed on the most dangerous forms of collaboration, particularly those that have caused real harm to the state.

Courts have already convicted 1,115 individuals for collaboration activities.
