A former deputy of the Odesa City Council called on Russia to come and protect the "Russian-speaking population", for which he was suspected and arrested

Under the procedural guidance of prosecutors from the Office of the Attorney General, a former deputy of one of the city councils in the Odesa region has been notified of suspicion of encroaching on the territorial integrity and inviolability of Ukraine (part 2 of Article 110 of the Criminal Code of Ukraine), treason (part 1 of Article 111 of the Criminal Code of Ukraine), and committing these actions in conspiracy with a group of individuals (part 2 of Article 28 of the Criminal Code of Ukraine).

According to the investigation, at the end of February 2014, the suspect, acting in collusion with representatives of the political structures of the aggressor state, organized a mass pro-Russian event in Odesa, where its participants called on the leadership of the Russian Federation to send troops to the territory of Ukraine allegedly to "protect the rights of the Russian-speaking population".

The suspect maintained constant contact with representatives of the aggressor state, provided them with information about the socio-political situation in the region, and coordinated the activities of controlled organizations that operated under the guise of "protecting the interests of Russian-speaking citizens".

He also publicly expressed support for holding an illegal "referendum" on the annexation of the Autonomous Republic of Crimea to the Russian Federation and called for a similar "referendum" to be held in Odesa.

While on the territory of the Russian Federation, the suspect participated in public events during which he endorsed the actions of the aggressor state aimed at violating Ukraine's sovereignty.

The collected evidence indicates that he acted to the detriment of the sovereignty, territorial integrity, and inviolability of Ukraine, coordinating his actions with representatives of the power structures of the Russian Federation.

On October 29, 2025, the suspect was detained in accordance with Article 615 of the Criminal Procedure Code of Ukraine. Currently, at the request of the investigator of the State Bureau of Investigations, agreed upon by the prosecutor, the court has applied a preventive measure in the form of detention.

Note: According to Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
