Former head of the Secretariat of the Commissioner of the Verkhovna Rada of Ukraine for Human Rights reported suspicion of care

Under the procedural guidance of prosecutors from the Office of the Attorney General, the former head of the Secretariat of the Commissioner of the Verkhovna Rada of Ukraine for Human Rights has been notified of suspicion of official negligence that caused severe consequences for state interests (Part 2 of Article 367 of the Criminal Code of Ukraine).
According to the investigation, in May 2021, the official, acting contrary to the requirements of the Budget Code of Ukraine, signed a lease agreement for a non-residential premises in Kyiv for the needs of the Secretariat's employees without proper economic justification for the rental price.
It has been established that the rental price was inflated to twice the market value. Despite this, throughout 2021-2022, the former head continued to sign acts of acceptance and transfer of services, based on which over 3.1 million UAH of budget funds were transferred to the landlord.
An expert examination established an overstatement of the rental price by more than 1.5 million UAH, resulting in losses to the state budget.
The suspect has been served with a motion for the selection of a preventive measure.
The pre-trial investigation is being conducted by employees of the State Bureau of Investigation (DBR).
Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
