Prosecutors of the Kharkiv Regional Prosecutor's Office, district prosecutors of Kharkiv city and region, together with other law enforcement agencies, have reported suspicions against 27 individuals. The total damages amount to nearly 45 million hryvnias.

This is already the second implementation in the region in the recent period. Prosecutors emphasize: budget funds are not personal "stash." These are the community's money, and we will not allow them to be turned into a source of profit for those who hide behind positions.

Abuse of budget funds

The former deputy mayor of Kharkiv, who at that time was the general director of a municipal enterprise, and his first deputy organized a criminal scheme. They allowed the embezzlement of funds during the purchase of pipes for the water supply of Kharkiv at inflated prices. The damages amount to nearly 7 million hryvnias.

The director of a private enterprise and the head and deputy of the production unit "Locomotive Depot Lozova" organized a scheme during the capital repair of the building of the covered technical maintenance point for locomotives. The amount of damages is 860 thousand hryvnias.

Another director of a limited liability company embezzled over 200 thousand hryvnias during the execution of a contract for the purchase of coal.

Another head of an enterprise, abusing his official position, signed fictitious acts with inflated volumes of materials during the repair of roads and sidewalks in Kharkiv. This led to the embezzlement of nearly 450 thousand hryvnias of budget funds.

Raiding

A fact of actual seizure of a company has been uncovered. The state registrar of the Malodanylivska village council of the Kharkiv district unjustifiably appointed another person as the director of the enterprise and changed the composition of its founders. The "new owner" seized the share of the founder of the enterprise with foreign investments. Both businessmen have been reported with suspicions. The amount of damages caused is 8.4 million hryvnias.

"Dead souls," reservation, and embezzlement of funds

The deputy director of the municipal enterprise for waste collection and his subordinate fictitiously employed 16 individuals. Some of the so-called "employees" also received reservations from mobilization. The deputy director himself embezzled part of the accruals, using bank cards of "dead souls." The amount of damages is over 3 million hryvnias.

The director of another municipal enterprise, together with an individual, embezzled over 350 thousand hryvnias through illegal accruals of bonuses and salaries.

Crimes against the environment

In Kharkiv, an entrepreneur organized the illegal storage of construction and household waste on land plots for several years. Experts confirmed soil contamination with hazardous substances. Damages exceed 4.8 million hryvnias.

In the Bohodukhiv district, the director of a municipal enterprise allowed violations in the operation of treatment facilities, which caused soil pollution and the discharge of harmful substances into the river. The material damage exceeded 400 thousand hryvnias.

Land seizure

The director of the enterprise unlawfully occupied a land plot in Kharkiv worth over 10 million hryvnias and used it as a parking lot for oversized vehicles. The community suffered damage of nearly 300 thousand hryvnias.

The head of a limited liability company seized land near Kharkiv, which is in permanent use by JSC "Ukrzaliznytsia," and built several facilities on it without permits. Damages amount to nearly 700 thousand hryvnias.

Abuse during the arrangement of shelters in educational institutions

The director of a limited liability company embezzled nearly 7.5 million hryvnias during the development of technical documentation for the construction of shelters for educational institutions.

The head of the Education Department of the Chuhuiv City Council improperly performed official duties during the preparation of project and estimate documentation for the construction of protective structures in schools. Damages amount to nearly 1.4 million hryvnias.

Violations in the field of medicine

An entrepreneur improperly conducted technical supervision over the capital repair of a hospital department in Kharkiv. The community lost over 1.3 million hryvnias.

Abuse in forestry

The former acting director of the state enterprise "Zhovtneve Forestry" issued forest products without complying with the conditions of full prepayment, as stipulated by the mandatory conditions of supply contracts. As a result, the forestry lost over 5.5 million hryvnias.

Negligence

The director of a geriatric nursing home near Kharkiv purchased electricity at inflated prices. Damages amount to nearly 420 thousand hryvnias.

The acting head of the branch of the municipal enterprise improperly performed duties during the installation of an individual heating point in a residential building in Kharkiv, resulting in the contractor being overpaid nearly 600 thousand hryvnias.

Counteraction to "black business"

Four men organized the illegal production of tobacco products for subsequent sale.

Depending on the committed crimes, the actions of the individuals have been qualified under Articles 114-1, 191, 197-1, 204, 206-2, 239, 365-2, 366, 367, etc.

The prosecutor's office has prepared a motion for the selection of preventive measures for the suspects and their suspension from office.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
