A million for a landfill: an official who promised the necessary decision on land lease was detained

Under the procedural guidance of the Kyiv City Prosecutor's Office, one of the deputies of the Kozeletsk Village Council in the Chernihiv region has been notified of suspicion of abuse of influence (Part 3 of Article 369-2 of the Criminal Code of Ukraine). The official was detained while receiving 185,000 UAH and 15,000 USD, which were supposed to "guarantee" the lease of the landfill.
It has been established that the entrepreneur intended to lease land in the territory of the Kozeletsk Village Council, which is used as a landfill for solid household waste. He planned to set up a waste sorting station on it.
To this end, he contacted the suspect, who informed him that obtaining this land "in the usual manner" was almost impossible, but he allegedly had influence over the deputies of the village council. For a reward, he promised to resolve this issue.
The official explained to the entrepreneur that to lease the landfill, it was necessary to first register a company specifically in Kozeltsy, prepare project documentation, and change the intended purpose of the land plot.
He also promised to organize public hearings, during which local residents would "support" the construction of the sorting station, and then ensure a vote by the deputies for the transfer of the landfill for lease.
For each of these stages, the official demanded separate payments. In total, he wanted to receive 185,000 UAH, 15,000 USD, and an additional 5,000 USD after the competition, where it would be determined to whom the landfill would be transferred.
The suspect has been chosen a preventive measure in the form of detention with the possibility of bail. Currently, the issue of his suspension from office is being resolved.

The pre-trial investigation is being conducted by investigators of the Main Directorate of the National Police in Kyiv with operational support from the Criminal Investigation Department in the Chernihiv region of the National Police of Ukraine.
Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
