Millions of losses to the budget for the restoration of housing after shelling - in Dnipro, a city council official and three other persons were notified of suspicion

In Dnipro, an organized scheme for embezzling budget funds allocated for the restoration of housing after enemy shelling has been uncovered. The amount of damage is 3.3 million UAH. 

Under the procedural guidance of the Dnipropetrovsk Regional Prosecutor's Office, a suspicion has been announced against the deputy director of one of the departments of the Dnipro City Council, the director of a private enterprise, as well as two accountants of the so-called "conversion center".

They are accused of embezzling budget funds committed as part of an organized group, as well as official forgery (Part 5 of Article 191, Part 1 of Article 366 of the Criminal Code of Ukraine).

According to the investigation, in 2023–2025, the suspects organized and implemented a criminal scheme to embezzle funds from the city budget allocated for the restoration of residential buildings in Dnipro, damaged as a result of Russian shelling.

In particular, the Dnipro City Council entered into contracts with a controlled enterprise for the supply of windows and doors at artificially inflated prices. At the same time, the construction materials were actually purchased directly from the manufacturer at a significantly lower cost, and the price difference was embezzled by the participants in the scheme.

As a result of the illegal actions, the damage to the local budget amounts to 3.3 million hryvnias.

Preventive measures have been chosen for all suspects.

The sanctions for the incriminated articles provide for punishment in the form of imprisonment for a term of seven to twelve years, with deprivation of the right to hold certain positions or engage in certain activities for up to three years and with confiscation of property.

The pre-trial investigation is being conducted by investigators of the investigative department of the Main Directorate of the National Police in the Dnipropetrovsk region with operational support from the Strategic Investigations Department of the National Police of Ukraine.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
