According to the investigation materials, the deputy director of one of the city council departments signed a contract with a company for the purchase of electricity for educational institutions. Subsequently, the controlled LLC repeatedly initiated the conclusion of additional agreements with unjustified increases in the cost of electricity. The official, without verifying the justification for the price increases, signed these agreements, causing losses to the budget amounting to 7.5 million UAH.

In addition, the director of another city council department engaged two companies for the current repair of drainage collectors in the city center. The heads of these companies included false information in the acts of completed works with inflated prices and indicated equipment that was not actually used. Despite this, the official signed the acts, based on which budget funds were transferred to the contractors, resulting in losses of 1.5 million UAH.

The actions of the suspects have been qualified under part 2 of Article 367 and part 5 of Article 191, part 1 of Article 366 of the Criminal Code of Ukraine. Currently, the issue of choosing preventive measures and their suspension from office is being resolved.

During the searches, computer equipment, draft notes, and cash in various currencies were seized. 

The pre-trial investigation is being conducted by investigators of the Main Directorate of the National Police in the Dnipropetrovsk region with operational support from the Strategic Investigations Department of the National Police of Ukraine and procedural guidance from the Dnipropetrovsk Regional Prosecutor's Office and the Central District Prosecutor's Office of the city of Dnipro.

Note: according to part 1 of Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
