Losses of the capital budget for UAH 196.4 million due to official negligence or waste of property by KSCA officials - prosecutors reported suspicion to 11 persons

Systematic work continues to expose abuses in the capital's communal enterprises and departments of the Kyiv City State Administration.
As part of the joint efforts of prosecutors from the Kyiv City Prosecutor's Office, the Territorial Department of the State Bureau of Investigations in Kyiv, district prosecutors, as well as investigators from the capital's police, operatives from the Main Investigation Department of the National Police, and the Security Service of Ukraine to combat abuses during procurement with budget funds, 11 individuals have been implicated, including:
4 officials who have been notified of suspicions under parts 4 and 5 of Article 191 of the Criminal Code of Ukraine;
6 individuals received suspicions under part 2 of Article 367 of the Criminal Code of Ukraine;
1 official was handed a suspicion under part 2 of Article 364 of the Criminal Code of Ukraine.
In particular:
- the former deputy mayor – secretary of the Kyiv City Council, a deputy of the Kyiv City Council of the IX convocation (losses of nearly 700 thousand hryvnias due to unjustified salary payments to an employee of the Kyiv City Council apparatus);
- the director of the Department of Transport Infrastructure of the Kyiv City State Administration (losses of 164 million hryvnias due to the suspension of metro services between the "Demiivska" and "Lybidska" stations);
- the executive director of the State Specialized Enterprise "Forests of Ukraine" (1.6 million hryvnias in losses during the procurement of tractors for the state enterprise);
- the head of the management of the State Enterprise "Kyivteleservice" (losses of over 20.5 million hryvnias due to the procurement of Internet equipment at inflated prices);
- the deputy general director of the KP "Informatika" (over 2.1 million hryvnias in losses due to the procurement of crankshaft equipment at inflated prices);
- the head of the monitoring department of the Department of Communal Property of the Kyiv City State Administration (privatization of communal real estate in the center of Kyiv at undervalued prices with losses of 2.7 million hryvnias).
- the chief engineer of the National Historical and Architectural Museum "Kyiv Fortress" (paid over 500 thousand hryvnias for poorly executed design work);
Additionally, four officials have been detained and notified of suspicions of embezzlement or misappropriation of budget funds under part 4 of Article 191 and part 5 of Article 191 of the Criminal Code of Ukraine, including:
- the chief agronomist of the KP UZN of the Svyatoshyn district of Kyiv (payment for the supply of plants amounting to 2.1 million hryvnias, which the enterprise did not receive);
- the acting head of the Department of Urban Planning, Architecture, and Land Use of the Shevchenkivskyi District State Administration in Kyiv (procurement of modular heating system blocks at a price inflated by more than 1 million hryvnias).
- the head of the separate subdivision of KP "Kyivpastrans" (purchase of railway equipment at inflated prices of nearly 1.2 million hryvnias above market prices);
- one of the former leaders of the KP "Kyivzelenbud" (payment for works at prices inflated by 350 thousand hryvnias).
Prosecutors will also file motions with the court to suspend the suspects from their positions.
It should be noted that work is still ongoing to detain and notify several more officials of suspicions, so these are preliminary results.
390
