The former head of the "studio of lighting and interior solutions" from Donetsk has taken charge of the "military commissariat of the DNR," which covers the Budyonivskyi, Leninskyi, and Proletarskyi districts of the city. To protect the functioning of the occupation administration from so-called external threats, he organized efforts for the forced mobilization of the population into the ranks of armed formations controlled by the Russian Federation.

In 2023-2024, the "military commissar" managed the full cycle of replenishing the enemy army: from registering citizens for military service to sending them to the combat zone. Those who, after approval from the relevant commissions, refused to go to the front were intimidated with criminal prosecution and pressure from law enforcement agencies.

The actions of the individual have been classified as violations of the laws and customs of war by a group of individuals in conspiracy (part 2 of article 28, part 1 of article 438 of the Criminal Code of Ukraine). Under the procedural guidance of the Donetsk Regional Prosecutor's Office, the pre-trial investigation is being conducted by the Main Directorate of the Security Service of Ukraine in the Donetsk and Luhansk regions.

The forced mobilization of the local population is a direct violation of international norms. The Geneva and Hague Conventions unequivocally prohibit such actions by the occupying state.
