In Bukovina, the Russian governors will be judged in absentia for financing the army of the Russian Federation in the war against Ukraine

Prosecutors of the Chernivtsi Regional Prosecutor's Office, together with investigators from the Security Service of Ukraine, have completed a special pre-trial investigation and sent indictments to court against two sanctioned Russian governors – the heads of the Rostov and Belgorod regions – for financing actions aimed at changing the territory and state border of Ukraine in violation of the Constitution of Ukraine (Part 3 of Article 110-2 of the Criminal Code of Ukraine).
According to the investigation, both officials, while in their positions, organized the supply of military equipment, gear, ammunition, medicines, food, and other material values to units of Russian military formations and the occupation administration, which used them to conduct combat operations against Ukraine.
The acting governor of the Rostov region personally signed orders for the financing of military units of the Russian Federation, ensured payments to contractors, and organized the transfer of drones, motorcycles, armored vehicles, excavators, and other equipment for combat operations on the territory of Ukraine.
The governor of the Belgorod region systematically supplied the Russian military with automotive tires, computer equipment, food, and other resources for conducting combat operations in the territories of Donetsk, Luhansk, Zaporizhzhia, and Kherson regions. He also organized regional one-time payments for mobilized individuals and contractors who directly participated in combat operations against Ukraine.
Both officials are under sanctions from Ukraine and are also included in the sanction lists of the USA, Canada, the United Kingdom, the EU, Switzerland, Australia, and New Zealand.
The special pre-trial investigation in these cases was conducted by investigators of the Security Service of Ukraine in the Chernivtsi region.
Note: according to Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
