Prosecutors of Dnipropetrovsk region in interaction with other law enforcement agencies, informed 42 persons on suspicion, including officials of the city council, municipal institutions, state-owned enterprises, heads of companies. The total losses to the state reach more than UAH 303 million, and more than UAH 2 million received through crime have been legalized.

Damages to the state and corruption

• The director of the Department of Improvement and Infrastructure of the Dnipro City Council, the former deputy director of the Department of Improvement and Infrastructure, the chief engineer of the municipal enterprise, the director and accountant of the LLC overestimated the cost of building materials during the repair of sewage and household collection points in the city of Dnipro. The amount of damages caused to the state is more than UAH 2 million.

• The former director of the state enterprise sold the manufactured equipment at reduced prices to a company controlled by his son. Later, the suspects legalized UAH 2 million by transferring them to personal accounts under the guise of dividends.

• Former officials of one of the divisions of the regional branch of «Ukrzaliznytsia» JSC, in collusion with the director of the LLC, organized a scheme for embezzlement of funds allocated for the development of regulatory documentation on forest management and registration of title documents for land plots. On the basis of forged documents, the contractor was illegally transferred more than UAH 6.7 million.

Crimes against the environment

• Along with the Department of Internal Security of the National Police, the senior operational officer of one of the district police departments of the region, who created an organized group of four people, was exposed. Their activities were aimed at illegal felling of trees in forest plantations. Losses to the state amounted to more than UAH 1.4 million.

• Five members of the organized group, without special permits, carried out illegal felling of trees in protective forest plantations in the territory of Kamiansk district. This caused more than UAH 1.5 million in damage to the environment.

• The director of the company, without permits, established sand mining, which he sold with the involvement of enterprises controlled by business entities. Damage to the environment — over UAH 290 million.

Illegal gambling

• The former policeman together with an accomplice organized the activity of two gambling establishments in the city of Dnipro without the appropriate license. They created a security system, kept accounting records, and only verified customers were admitted to institutions. Profits were distributed among themselves and employees.

• A deputy of the Pavlograd District Council, who is a lawyer, together with two accomplices, set up slot machines in the premises of cafes and shops in Dnipro, Samara, Kamianske, Synelnikovo and Nikopol under the guise of self-service terminals. The profits received were distributed among themselves.

Fraud

• Three members of the organized group sold non-existent goods via the Internet. Posing as employees of an online store, they advised potential customers and received payment to controlled accounts. 23 people from different regions of Ukraine were injured. Damages caused to the victims in the amount of almost UAH 2 million.

Drug sales

• The former deputy head of one of the departments of the district police department in the region and three accomplices organized the sale of narcotic drugs under the guise of providing replacement therapy. They rented premises and opened a “medical center”, where instead of rehabilitation, they sold methadone for money to both drug addicts and people who did not need treatment. The illegal activities of these persons were exposed and stopped together with the Department of Internal Security of National Police.

Illegal border crossing

• Nine people, including four employees of the State registration of civil status acts authorities, organized a scheme for illegal crossing of the state border. For a monetary reward, they formalized the fictitious status of a father with many children. At least 18 cases of inaccurate information being entered in civil status records have already been established.

Depending on the composition of the crimes committed, the suspects have been charged with Art. 190, 191, 203-2, 209, 240, 246, 307, 332, 362, 366 of the Criminal Code of Ukraine.

Motions for the selection of preventive measures and suspension from office are being prepared.

Note: according to Art. 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
