Prosecutors of the Kirovohrad Regional Prosecutor's Office, together with law enforcement agencies in the region, have reported suspicions against 18 individuals over the past day – community leaders, deputies, heads of communal enterprises, educational institutions, contractors, and suppliers.

The actions of the suspects have been qualified under parts 4, 5 of Article 191, part 2 of Article 28, part 1 of Article 366, part 2 of Article 28, part 1 of Article 358, part 4 of Article 240, part 2 of Article 364, part 1 of Article 362, part 4 of Article 190, part 1 of Article 366-2 of the Criminal Code of Ukraine.

The director of LLC "Znamyansk Granite" illegally extracted 120 tons of minerals of national significance – gneisses, by conducting explosive works without a permit for subsoil use. The damage to the surrounding natural environment amounts to 117 million hryvnias.

The head of the branch of the State Enterprise "Forests of Ukraine" unlawfully issued an illegal logging ticket, resulting in the felling of 547 trees, causing environmental damage of 4.1 million hryvnias.

The director of KP "Electrotrans," abusing his official position, purchased over 20 tons of diesel fuel at inflated prices. The amount of damages caused is 733 thousand hryvnias.

The director of the state enterprise DG "Stavylyanske," in collusion with the director of the company and an individual, misappropriated 284 tons of corn grain that was under responsible storage, causing the state damages of 1.5 million hryvnias.

The state registrar of the Sokolyvka village council in the Kropyvnytskyi district illegally registered the right to lease a land plot of almost 100 hectares, valued at 3.2 million hryvnias.

The directors of the limited liability company misappropriated budget funds during the supply of coal to educational institutions of the Znamyanka City Council, causing damages of 605 thousand hryvnias.

The head of the Zavallivka village council misappropriated 105 thousand hryvnias of budget funds when calculating and paying the salary to the director of one of the communal enterprises of the territorial community.

The state registrar of the Smolinske village council in the Novoukrainka district illegally registered the right to lease 6 hectares of land, valued at 252 thousand hryvnias.

The director of the educational institution – a deputy of the Dobrovelychkivka village council in the Novoukrainka district, abusing her official position, concluded a contract for the purchase of coal at inflated prices. The damages to the state amount to 547 thousand hryvnias.

The head of the Hanniivka village council in the Novoukrainka district misappropriated almost 200 thousand hryvnias during the calculation of bonuses for council employees.

The director of the limited liability company embezzled 360 thousand hryvnias of budget funds during the construction of a rural medical outpatient clinic in the village of Hanniivka, Novoukrainka district.

The head of the Flight Academy of the National Aviation University, abusing his official position, concluded a contract for the purchase of electrical energy at an inflated price, causing damages to the state of 280 thousand hryvnias.

The director of a private enterprise misappropriated 429 thousand hryvnias of budget funds during the supply of substandard coal to educational institutions in the Oleksandriia district.

The director of the limited liability company misappropriated budget funds during the repair of the road surface in the village of Petrovo, Oleksandriia district. The amount of damages caused is 200 thousand hryvnias.

A deputy of the Nadlatska village council in the Novoukrainka district submitted knowingly false information regarding his property worth 2.6 million hryvnias in the declaration of a person authorized to perform state or local government functions.

The total amount of established damages in these criminal proceedings exceeds 132 million hryvnias.

In 5 criminal proceedings, the head of the regional prosecutor's office is the senior prosecutor.

Currently, investigative actions are ongoing in the criminal proceedings aimed at clarifying all circumstances of the committed criminal offenses and completing the pre-trial investigation.

A motion has been prepared for the selection of preventive measures, the imposition of arrests on the property of the suspects, and their suspension from office.

The pre-trial investigation is being conducted under the procedural guidance of prosecutors of the Kirovohrad Regional Prosecutor's Office and the Specialized Environmental Prosecutor's Office in cooperation with the Main Directorate of the National Police, the Security Service of Ukraine, and the State Bureau of Investigations in the Kirovohrad region.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
