Under the procedural guidance of the Kyiv and Dnipro specialized military prosecutors and the Transcarpathian regional prosecutor's office, five individuals involved in organizing schemes to evade mobilization have been exposed.
In various regions of Ukraine, the perpetrators forged documents for monetary rewards ranging from 6,000 to 15,000 US dollars, which allowed men of conscription age to avoid military service during martial law.
In Kyiv, a commander of a unit from one of the military units was detained for establishing a "sale of deferments" by fictitiously enrolling clients for work and study at one of the capital's universities. In addition, he forged medical certificates of disability and fake diplomatic IDs using counterfeit forms and stamps.
In Dnipro, the military counterintelligence of the SBU uncovered three officials from the district military enlistment office who, for a fee, issued "unfitness" for service. At least 37 cases of illegal "removal" of conscripts have been documented, and all conclusions of the military medical commission have been annulled.
In Transcarpathia, the head of the neurology department, who is part of the military medical commission, was exposed for organizing a scheme to provide "treatment on paper" and establish serious diagnoses for conscripts. He was supposed to produce documents about a "serious illness" without the actual presence of the "patient" in inpatient treatment, which served as a basis for extending his disability status and arranging a deferment from mobilization.
The actions of the individuals have been qualified under Part 2 of Article 28, Part 1 of Article 114-1, Part 1 of Article 368, Part 3 of Article 27, and Part 3 of Article 362 of the Criminal Code of Ukraine. They face up to 10 years of imprisonment with confiscation of property.
The pre-trial investigation and operational support are being carried out by SBU employees in cooperation with the National Police of Ukraine.
Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
