Under the procedural guidance of prosecutors from the Kyiv Regional Prosecutor's Office, a group of individuals has been exposed for organizing the illegal production of excise goods on an industrial scale.

It has been established that the accomplices set up an underground workshop in one of the private houses in the Brovary district, where they installed equipment for the production and packaging of counterfeit goods. The production capacity of the enterprise allowed for the manufacture of over 4,000 packs per day.

The finished products, without excise tax stamps, were sold under the guise of cigarettes from well-known brands. Sales were primarily conducted in the Kyiv region, as well as through postal services across Ukraine.

During the searches conducted at the production site and the residences of the involved individuals, the following items were seized: production equipment for the complete cycle of cigarette manufacturing, tobacco and other raw materials, filters, packaging materials, as well as a significant quantity of finished products. The estimated value of the seized items is over 2.2 million UAH.

Pre-trial investigation is being conducted under Article 204 of the Criminal Code of Ukraine (illegal production, storage, transportation of excise goods). The full circle of individuals involved in the organization and operation of the underground production is being established.

The pre-trial investigation is being carried out by detectives of the Territorial Department of the Bureau of Economic Security in the Kyiv region. Operational support is provided by employees of the operational search department of the Kyiv Border Guard Service of Ukraine.
