In Odessa, official abuse was recorded at 1 million

Prosecutors of the Dobroslav District Prosecutor's Office have submitted an indictment to the court against the former head of the Department of Education, Culture, Tourism, Youth, and Sports of one of the village councils in the Odesa region.
The citizen is charged with abuse of office that caused severe consequences (part 2 of Article 364 of the Criminal Code of Ukraine).
According to the investigation, while serving as the head of the education department, she organized the capital repair of the roof of a kindergarten without proper budget allocation and legal formalization.
The project and cost documentation was prepared based on an oral agreement with the designer, without a technical assignment and in violation of state construction norms.
The budget included construction materials at deliberately inflated prices—some of them exceeded the market value by more than six times. For example, the cost of mineral wool insulation in the documentation was over 7700 UAH per cubic meter, while the market price was about 1100 UAH per cubic meter.
Later, citing adverse weather conditions, the official initiated a decision by the village council to allocate funds from the reserve fund to eliminate the consequences of the bad weather and repair the roof. She organized the procurement without using the electronic public procurement system based on illegally prepared project documentation.
In December 2023, as a result of this procedure, a contract was signed with a private firm for over 3 million UAH.
The work was performed at deliberately inflated prices, resulting in losses to the budget of the Dobroslav Village Council amounting to nearly 1 million UAH.
The pre-trial investigation is being conducted by the investigative unit of the Odesa Regional Police.
Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
