In Rivne region, 11 people were exposed for illegal crossing men across the border

Last week in Rivne region, 11 individuals were notified of suspicion in 7 criminal proceedings for organizing or attempting to illegally transport people across the border (part 2, part 3 of Article 332, part 3 of Article 15, part 3 of Article 332 of the Criminal Code of Ukraine). 

In particular, the ex-legal advisor of the Department of Construction and Architecture of the Rivne Regional State Administration and two heads of charitable foundations were exposed, who from October 2022 to July 2023 assisted 118 conscripted men in leaving Ukraine by entering their data into the "Shlyakh" system under the guise of volunteers. Some of them did not return. 

Most of the suspects operated under a scheme: they helped conscript-aged men avoid checkpoints by transporting them through the "green zone." The cost of transportation was $3,500–$8,000 per person. 

Recently, an indictment was sent to court regarding a resident of Sarny district, who organized a transportation channel for a conscript-aged man for $7,000. 

Since the beginning of 2025, 39 indictments have been sent to court regarding 72 individuals involved in schemes of illegal border crossing.

Pre-trial investigations in criminal proceedings are conducted by investigators of the Main Directorate of the National Police in Rivne region and the Security Service of Ukraine in the region, with operational support from the security agency, the Criminal Investigation Department in Rivne region of the National Police, and the 9th Border Detachment of the State Border Guard Service of Ukraine.
