In August, during the first stage of the investigation, 18 individuals were suspected. Damages – 19.4 million UAH. Unpaid taxes – 15.7 million UAH. Illicit benefit – 40 thousand UAH.

Today, 01.09.25, – the second stage.

7 individuals have been suspected.

Damages – nearly 36 million UAH.

Among the suspects are the former mayor of Sumy, the former director of the Department of Infrastructure of Sumy, officials of state and municipal institutions, and business entities.

The former mayor of Sumy – official negligence that led to the non-receipt of rent payments for the use of property purchased with funds from the investment program. Damages amount to nearly 1.8 million UAH.

The former director of the Department of Infrastructure of the Sumy City Council – improper performance of official duties when signing additional agreements for the supply of electricity. Damages of 5.2 million UAH.

The director of a private enterprise misappropriated budget funds during the construction of a landfill for solid household waste amounting to nearly 25 million UAH.

The director of a municipal enterprise established illegal sand extraction amounting to 2.2 million UAH.

The director of a limited liability company (contractor) misappropriated budget funds during the capital repair of an educational institution. Damages – 833 thousand UAH.

The chief engineer of a joint-stock company – improper performance of official duties led to the pollution of land resources and damages amounting to 706 thousand UAH;

The technical supervision engineer – improperly performed official duties during the repair of a bridge crossing, which led to inflated costs of 231 thousand UAH.

The actions of the suspects are classified under parts 3, 4, 5 of Article 191, part 2 of Article 364, part 2 of Article 366, part 2 of Article 367 of the Criminal Code of Ukraine.

Requests for the selection of preventive measures for the suspects and their suspension from office have been prepared.

The investigative measures are being carried out under the procedural guidance of prosecutors from the Sumy Regional Prosecutor's Office in cooperation with the Main Directorate of the National Police in the Sumy Region, the Security Service of Ukraine in the Sumy Region, and the State Bureau of Investigations in the Sumy Region.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
