In Vinnytsia, a teacher of a higher educational institution and organizers of fictitious educational institutions who helped conscripts avoid mobilization were exposed

Under the procedural guidance of the Vinnytsia Regional Prosecutor's Office, a lecturer at a private higher education institution in Vinnytsia has been notified of suspicion of obstructing the lawful activities of the Armed Forces of Ukraine and other military formations during a special period (Part 1 of Article 114-1 of the Criminal Code of Ukraine).

According to the investigation, in August 2025, the lecturer arranged with a conscript-aged man to organize his admission to one of the university's structural units so that he could obtain a deferment from military service. For successfully passing the entrance exams, he demanded 600 USD.

After receiving the money, the suspect provided the "student" with an extract from the Unified State Electronic Database on Education. Based on this, the conscripted man updated his information in the mobile application "Reserve+", receiving a deferment from conscription.

In addition, two other individuals have been notified of suspicion under Part 1 of Article 114-1 of the Criminal Code of Ukraine.

According to the investigation, they created private schools where they fictitiously employed conscript-aged men as teachers, allowing them to avoid mobilization. No students were enrolled during their operation.

The pre-trial investigation in the criminal proceedings is being conducted by the investigative department of the Security Service of Ukraine in the Vinnytsia region.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime until their guilt is proven in the manner prescribed by law and confirmed by a guilty verdict of the court.
