Prosecutors of the Vinnytsia Regional Prosecutor's Office, together with law enforcement officers, established that six local residents organized a full cycle of illegal production of counterfeit products. In specially equipped premises, they produced liquids for electronic cigarettes on industrial lines, packaged and labeled them, and then sold them through illegal trading points and online.

During 17 authorized searches, law enforcement officers seized equipment for the production, packaging, and labeling of liquids, over 25 thousand self-mixing kits, more than 120 thousand containers with glycerin, nicotine, and flavorings, as well as hundreds of boxes with containers, packaging, and labels. The capacity of this production allowed for the manufacture of up to 2 thousand sets of products per day.

The illegal production has been halted. The estimated value of the seized goods exceeds 20 million hryvnias.

Pre-trial investigation is being conducted by detectives of the Territorial Department of the Bureau of Economic Security in Vinnytsia, with operational support from the Criminal Investigation Department of the Main Directorate of the National Police in Vinnytsia region, on the grounds of a criminal offense under parts 1 and 2 of Article 204, part 1 of Article 209 of the Criminal Code of Ukraine (illegal production, storage, sale, or transportation for the purpose of sale of excise goods and legalization of property obtained by criminal means).

We remind you that this month a case against an entrepreneur who established the supply of counterfeit tobacco products in Kyiv region has already been sent to court. The suspect organized the supply of counterfeit tobacco products, electronic cigarettes, and liquids for them. He sold illegal goods in retail stores in Kyiv and Cherkasy regions and through social networks. Law enforcement officers seized counterfeit goods worth about 2.5 million hryvnias.

A similar production was discovered in October 2025 in Lviv. Excise goods were smuggled into Ukraine. The products were sold through a network of specialized stores under the guise of legal activity. The value of the seized products is nearly 16 million hryvnias.

Note: According to Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
