In Khmelnytskyi region, due to the illegal use of recreational land, the community did not receive more than UAH 1.2 million

According to the investigation, at the beginning of 2024, an official from one of the village councils in Khmelnytskyi region agreed to allow a private enterprise to use recreational land for agricultural work. This involved 4 plots of land with a total area of 54 hectares, which were to be used for recreation, tourism, and sports.
Subsequently, the council official facilitated the application of a minimal coefficient for the functional use of the land by the relevant commission at the council. According to the resolution of the Cabinet of Ministers of Ukraine dated July 25, 2007, No. 963, a coefficient of 2.5 was to be applied for recreational land (which includes activities in the field of recreation and entertainment, culture, and sports).
However, the commission, in violation of this norm and disregarding the recreational status of the illegally occupied plots, applied a coefficient of 1 — as for "other lands," rather than as for lands of commercial use, which include recreational lands. This reduced the amount of calculated damages by 2.5 times.
As a result, the enterprise was supposed to pay 865 thousand UAH, but only transferred 300 thousand UAH. According to the community budget, more than half a million hryvnias did not arrive.
In 2025, the official implemented this scheme again. This time, soybeans were sown on 5 plots of recreational land with an area of almost 58 hectares.
Again, a lower coefficient was applied, and instead of one million hryvnias, only 300 thousand UAH was received in the community budget.
Thus, the official allowed the illegal use of recreational land in the village for soybean cultivation, resulting in the community budget losing more than 1.2 million UAH. He has been notified of suspicion for abuse of office for the purpose of obtaining illegal benefits (part 2 of Article 364 of the Criminal Code of Ukraine).
Currently, the issue of choosing a preventive measure and suspending him from his position is being resolved.
The pre-trial investigation is being conducted by investigators of the Khmelnytskyi RUP of the Main Directorate of the National Police in Khmelnytskyi region.
Note: according to Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
