In Khmelnytskyi region, an attempt to waste UAH 1.4 million of budget funds on school repairs was exposed

According to the investigation, in April 2025, the head of the community of one of the villages in the Khmelnytskyi district issued an illegal instruction to the head of the education department of the village council to conclude a contract for the capital repair of the school's restrooms with a specific company.
Subsequently, he facilitated the adoption of the relevant decision during the next session of the village council and signed documents based on which 2.7 million UAH was allocated from the community budget for the work.
In December 2025, the head of the contracting company prepared acts of completed work with knowingly false information about the volume of work amounting to almost 1.4 million UAH, certified them with an engineer, and submitted them to the head of the education department. She, in turn, signed the documents and submitted them for payment.
According to the terms of the contract, the work was to be completed by December 31, 2025, but in fact, it has not been carried out and is only at the initial stage.
All participants in the scheme are charged with organizing a completed attempt to embezzle someone else's property by abusing their official position, committed under martial law, in particularly large amounts (part 2 of article 15, part 5 of article 191 of the Criminal Code of Ukraine).
In addition, individuals who signed the acts of completed work have been notified of suspicion regarding the fact of official forgery (part 1 of article 366 of the Criminal Code of Ukraine).
All have been chosen as a preventive measure in the form of house arrest. By the ruling of the investigating judge, the village head has been suspended from office.
The pre-trial investigation is being conducted by investigators of the Main Directorate of the National Police in the Khmelnytskyi region with operational support from the Security Service of Ukraine in the Khmelnytskyi region.
Note: according to article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
