In Transcarpathia, the prosecutor's office exposes systemic spending and appropriation of budgetary funds. The amount of losses caused over UAH 79.5 million

Systematic exposure of crimes in the budget sphere is one of the priorities that is an important component of ensuring transparency and legality in the use of state funds.

Just today, under the procedural guidance of prosecutors from Transcarpathia, suspicions were handed to 22 individuals, including local government officials, heads of structural units of communal institutions, and employees from the fields of education, medicine, and culture. The total amount of damages confirmed by expert assessments amounts to over 79.5 million UAH.

According to the investigation, an official from the Department of Urban Infrastructure of the Uzhhorod City Council, in collusion with an accomplice - the director of a contracting organization, caused approximately 4.1 million UAH in damages during the construction works for the automotive base for the KP "Uzhhorod Municipal Transport".

In the Vynogradiv region, a suspicion was handed to the head of a private company for attempting to illegally reimburse VAT in the amount of over 1.1 million UAH.

A specialist from the Main Department of the State Emergency Service, responsible for organizing and conducting procurements in the "PROZORRO" system, purchased 7 sets of switches at a price inflated by almost 1 million UAH from the expected.

An official from the Uzhhorod City Multidisciplinary Hospital allowed embezzlement of over 500 thousand UAH during the procurement of an uninterruptible power supply source.

A specialist from the Uzhhorod City Hospital embezzled nearly 550 thousand UAH in salary payments.

The former director of the "Transcarpathian Academic Regional Ukrainian Musical and Dramatic Theater named after the brothers Yuriy-Augustin and Yevhen Sherheii" allowed embezzlement of about 1 million UAH during salary payments and the procurement of a sound equipment set.

The director of the Transcarpathian Regional Philharmonic illegally paid nearly 250 thousand UAH to part-time employees.

The head of the sector of the communal enterprise "VUVKG of Uzhhorod", according to the investigation, allowed embezzlement of over 700 thousand UAH during the procurement of chlorine coagulant, which actually did not arrive.

In Khust, the director of a private enterprise, according to the investigation materials, embezzled over 180 thousand UAH during the reconstruction of existing garages of the Khust City Council into a CNAP.

In the Khust region, the chief accountant of the city council illegally accrued and paid over 200 thousand UAH in bonuses to city council officials.

The deputy head of the apparatus of one of the district courts, according to the investigation, illegally received about 90 thousand UAH in compensation for work on weekends or holidays, which she did not actually perform.

The head of a private enterprise embezzled 1.6 million UAH during the capital repair of a street in the Uzhhorod region.

The head of the department of the Uzhhorod City Council is under investigation for forgery of a conclusion regarding the approval of a land management project for a plot of land of 0.06 hectares worth almost 1 million UAH.

The education sector.

The director of a kindergarten in the village of Nehrovo embezzled about 650 thousand UAH, allocated for the payment of salaries to employees who actually did not work at the institution.

In Mukachevo, a local contractor and two of his accomplices, who conspired to embezzle over 5.5 million budget funds allocated for the construction of a sports complex for the Polyana Secondary School, have additionally been charged with money laundering obtained through criminal means.

An official from the Mukachevo City Council purchased sets of multimedia equipment for classrooms, inflating the cost by 1.3 million UAH.

Resort lands of Transcarpathia are an extremely attractive target for criminal schemes due to their high market value and tourist potential.

Thus, in the Mizhhiria region, an official from the State Geocadastre illegally seized 36.5 hectares of land from the Synevyr National Park, valued at over 45 million UAH.

A state registrar from the CNAP of the Tyachiv City Council, due to official negligence, illegally registered ownership rights to 1.29 hectares of land in the resort village of Solotvyno, valued at over 2.3 million UAH.

A resident of Transcarpathia illegally seized 2 hectares of land in the Dragobrat pasture, valued at over 12.5 million UAH.

In total, expert assessments have already confirmed damages of over 79.5 million UAH, while in some cases, the amount of damage is being determined by specialists. Pre-trial investigations are ongoing in criminal proceedings under Articles 190, 191, 358, 364, 366, 367 of the Criminal Code of Ukraine.

Requests for preventive measures and the suspension of suspects from their positions are being submitted to the courts.

Prosecutors of the Transcarpathian Regional Prosecutor's Office, in cooperation with the Main Directorate of the National Police in the Transcarpathian region, the Territorial Administration of the Bureau of Economic Security in the Transcarpathian region, the Territorial Administration of the State Bureau of Investigation located in Lviv, with operational support from the Security Service of Ukraine in the Transcarpathian region, the Cybercrime Prevention Department in the Transcarpathian region, and the Regional Department of the Criminal Investigation Department of the National Police of Ukraine, are establishing all the factual circumstances.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
