In Transcarpathia, a scheme of illegal extension of the disability group for conscripts was exposed. Prosecutors reported suspicion of the former chairman and LCC member and six accomplices

In Transcarpathia, a scheme has been uncovered at a local hospital regarding the illegal extension of disability groups for conscripts. Prosecutors have notified the former head and a member of the medical commission, as well as six accomplices, of suspicion. 

According to the investigation, the head of the outpatient department of the district hospital and a neurologist, who were at that time the head and a member of the medical commission, established a corrupt system for obtaining funds from residents of Transcarpathia for issuing referrals to the medical and social expert commission (MSEC) for the extension of disability groups.

Law enforcement has documented instances of the doctors receiving $1,900 in illegal benefits from six residents of Transcarpathia. The amounts ranged from $100 to $800. For this money, the doctors issued referrals for examination and assessment to pass the MSEC for the extension of disability groups.

Depending on the actions committed, the doctors are charged with receiving illegal benefits by a public official, as well as receiving benefits committed by a group of individuals in collusion, repeatedly (parts 1, 3 of Article 368 of the Criminal Code of Ukraine).

Six other residents of Transcarpathia have been notified of suspicion for providing illegal benefits to a public official (part 1 of Article 369 of the Criminal Code of Ukraine).

The issue of choosing preventive measures for all eight suspects in this scheme is being resolved. Regarding the medical professionals, the prosecution will request their detention, while the others will be placed under house arrest.

Under the procedural guidance of the Khust District Prosecutor's Office, further pre-trial investigation is being conducted by the Khust Police Department of the Main Directorate of the National Police in the Transcarpathian region. Operational support is provided by the Strategic Investigations Department in the Transcarpathian region of the National Police.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
