Drugs packed in Mivin: 4 people who supplied drugs to the establishment of penalties and sold them to prisoners were exposed in Ternopil region

Under the procedural guidance of prosecutors from the Ternopil Regional Prosecutor's Office, a scheme for the illegal acquisition, delivery to the State Institution "Chortkiv Correctional Facility (No. 26)" and sale of narcotic drugs and psychotropic substances among prisoners has been uncovered. Four individuals have been notified of suspicion under Part 2 of Article 307 of the Criminal Code of Ukraine, and preventive measures in the form of detention have already been chosen for two of them.

According to the investigation, the organizer of the scheme for the acquisition and sale of buprenorphine and methadone turned out to be a previously convicted prisoner who is currently in the State Institution "Chortkiv Correctional Facility (No. 26)." He involved his acquaintance – another convict, as well as two residents of Ternopil who were at large.

Throughout 2025, the residents of Ternopil who were at large sent drugs through postal shipments, disguising them in food products: in "Mivina" packets, sausage, and cans of canned meat. In the "sender" field, they indicated fictitious data.

The prohibited substances – buprenorphine and methadone – were purchased from drug addicts who received them for free as part of the substitution maintenance therapy program.

During searches in the prisoners' cells, prohibited substances, communication devices, and bank cards were seized.

The pre-trial investigation is being conducted by investigators of the Main Investigation Department of the National Police in the region, with operational support from the Department of Strategic Investigations in the Ternopil region of the National Police of Ukraine and the operational group of the State Institution "Chortkiv Correctional Facility (No. 26)."

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
