Prosecutors of the Chernihiv Regional Prosecutor's Office have sent an indictment to the court regarding the organizer and five participants of an organized criminal group consisting of residents of Kyiv and Dnipropetrovsk regions, who established a laboratory for the production of psychotropic substances.
It was set up in a rented residential building in the Chernihiv district in December 2024. They produced Alpha-PVP and 4-MMC salts. For this, they ordered and received precursors by mail and synthesized the prohibited substances for sale.
The members of the organized group illegally sent the finished "products" via postal services to other regions of Ukraine, as well as left so-called hidden "stash" locations in the capital and Kyiv region.
During a search, law enforcement seized over 28 kg of psychotropics, the value of which on the "black market" is nearly 16 million hryvnias, half a ton of precursors, laboratory equipment, rough notes with synthesis formulas, and mobile phones.
The prosecution accuses them of illegal production, acquisition, storage for the purpose of sale, and sale of psychotropic substances, illegal acquisition and storage of precursors and equipment intended for the production of psychotropic substances, organization and maintenance of places for their production, and use of funds obtained from the circulation of psychotropic substances to continue their circulation (part 3 of Article 307, part 3 of Article 311, part 3 of Article 313, part 3 of Article 28, part 2 of Article 317, part 1 of Article 306 of Ukraine).
Currently, the accused are in custody. They face up to 12 years of imprisonment with confiscation of property.
The pre-trial investigation in the criminal proceedings was conducted by investigators of the Main Directorate of the National Police in the Chernihiv region with operational support from the Drug Crime Control Department of the National Police of Ukraine.
Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
