Low-quality shelter repair with budget funds: two officials are suspected in Bukovina

In the Kitsman community of the Chernivtsi region, a fact of embezzlement of funds allocated for the repair of a radiation shelter has been established. Despite the budgetary funds being transferred, the work was not actually completed.
This concerns the shelter on Independence Street in Kitsman, with an area of over 300 square meters, designed for 180 people. The building had long required reconstruction, so the city council allocated funds for its repair twice: in 2023 for the roof, and in 2024 for the restoration of the premises. The total amount of funding exceeded 1.9 million UAH.
The contracting work was carried out by a firm owned by a deputy of one of the village councils. Despite the fact that the repairs were not completed, the then-mayor signed acts of completed work. In 2023-2024, they, acting in collusion, included knowingly false information in the documentation about the completion of the repairs. The contractor received the entire amount stipulated by the contracts, and over 160 thousand hryvnias were shared between the deputy and the mayor.
The head of the Chernivtsi regional prosecutor's office informed both officials of their suspicion under Part 4 of Article 191, Part 2 of Article 28, and Part 1 of Article 366 of the Criminal Code of Ukraine.
The pre-trial investigation is being conducted by investigators of the Main Investigation Department of the National Police and the Chernivtsi District Police Department with operational support from the Strategic Investigations Department in the Chernivtsi region.
Note: according to Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
