The pre-trial investigation, under the procedural guidance of prosecutors from the Specialized Environmental Prosecutor's Office of the Office of the Prosecutor General, has established that, contrary to the court's decision prohibiting the operation of the solid household waste landfill, the individuals involved organized its illegal operation near the city of Fastiv. For an extended period, large volumes of waste from other communities were brought to the closed area without proper environmental control and permitting documentation.
As a result of unauthorized activities, the landfill exceeded its designated area. The waste mounds caused pollution of the surrounding lands, including private and communal property. The total area of contaminated sites is approximately 1 hectare. According to preliminary estimates, the amount of damage caused exceeds 600,000 UAH.
It was also established that a shadow accounting and payment system for the waste removal operated on the landfill's territory. Funds were received outside the official accounts of the enterprise, indicating the presence of a corruption scheme with illegal monetization of activities.
The operation of the landfill without adherence to basic safety standards posed a constant threat of fires, which could lead to a large-scale environmental disaster for residents of the adjacent areas.
Prosecutors from the Specialized Environmental Prosecutor's Office of the Office of the Prosecutor General, with operational support from the Department for Activities Related to Hazardous Materials of the National Police and in cooperation with investigators from the Main Investigation Department of the National Police of Ukraine, have notified three officials of the territorial community of Kyiv region and a communal enterprise of suspicion. They are charged with pollution and degradation of land committed by an organized group and intentional non-compliance with a court decision under Part 3 of Article 28, Part 2 of Article 239, and Part 2 of Article 382 of the Criminal Code of Ukraine.
Systematic work to expose and stop illegal waste management continues. This is not only about violations of legislation but also about a real threat to human health and the stability of the ecosystem of the entire region.
