According to the investigation, four employees of the State Registration Service, including heads and specialists, in collusion with five other individuals organized a scheme for the illegal transportation of conscription-age men outside Ukraine during the period of martial law.
The participants in the scheme sought individuals to whom they offered the arrangement of a fictitious status of a large family father for a monetary reward. The men had no actual family or parental obligations. The employees of the State Registration Service illegally made changes to the civil status registry regarding the establishment of paternity. Based on these documents, the men crossed the state border without hindrance.
The cost of such a "service" ranged from 4,000 to 6,000 US dollars per person.
Within the framework of the pre-trial investigation, facts of providing false information regarding the acknowledgment of paternity for 18 children have already been established.
Prosecutors of the Synelnykove District Prosecutor's Office have notified nine individuals of suspicion for facilitating the illegal transportation of persons across the state border of Ukraine and unauthorized actions with information processed in electronic computing machines (Part 3 of Article 332, Part 3 of Article 362 of the Criminal Code of Ukraine). The issue of choosing preventive measures for them is being resolved.
The pre-trial investigation is being conducted by investigators of the investigative department of the Main Directorate of the National Police in the Dnipropetrovsk region with operational support from the Security Service of Ukraine in Pavlohrad and employees of the Synelnykove District Police Department of the Main Directorate of the National Police in the region.
Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime until their guilt is proven in the manner prescribed by law and confirmed by a guilty verdict of the court.
