Prosecutors of the Kyiv City Prosecutor's Office have sent an indictment to the Shevchenkivskyi District Court of Kyiv regarding the head of the Kyiv City State Administration (KCSA) and the former head of the municipal enterprise "ATP". The officials, using their official position, directed almost 1.3 million UAH for the repair of a private building using budget funds.

The pre-trial investigation established that two officials ordered and paid for the renovation of the facade and other repair works in an office building on Borys Hrinchenko Street in Kyiv. At that time, the building had already been removed from municipal ownership and belonged to private individuals.

In total, the accused spent almost 1.3 million UAH on the repairs. Moreover, the municipal enterprise does not even have rental agreements for the renovated premises.

It should be noted that in August 2025, the Kyiv City Prosecutor's Office informed them of suspicion under Part 5 of Article 191 of the Criminal Code of Ukraine, specifically for embezzlement of property by an official abusing their official position, committed by a group of individuals in a particularly large amount.

The sanction of the article provides for punishment in the form of imprisonment for up to twelve years, with deprivation of the right to hold certain positions or engage in certain activities for up to three years and with confiscation of property.

The pre-trial investigation was conducted by investigators of the Territorial Administration of the State Bureau of Investigation in Kyiv.  

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
