The Office of the Prosecutor General has submitted to the court the case of deportation of Ukrainian children from Kherson. Among the accused are the Sub -Duma deputy of the Russian Federation and officials of the occupying power

Within the framework of documenting the cynical war crime of the Russian Federation, the Office of the Prosecutor General and the Security Service of Ukraine established the circumstances, detailed route, and all those involved in the deportation of two minor children from Ukraine to the Russian Federation, as well as the forced relocation of another 46 children to the temporarily occupied territory of the Crimean Peninsula. This concerns children in state care who were raised in the Kherson Regional Children's Home.

Among the organizers and perpetrators of the crime are a deputy of the State Duma of the Federal Assembly of the Russian Federation, the "Minister of Health of the Autonomous Republic of Crimea" appointed by the occupying authorities, his deputy, the head of the "Department of Health of the Occupied Kherson Region," and the acting chief physician of the "Kherson Regional Children's Home."

For committing war crimes against Ukrainian children, they are under sanctions in Ukraine.

Currently, the indictment against the aforementioned individuals has been sent to court by juvenile prosecutors of the Office of the Prosecutor General. Earlier in this case, materials regarding two more individuals close to the President of Russia were submitted — a deputy of the State Duma of the Federal Assembly of the Russian Federation, who is a trusted person of the leader of the "Just Russia" party, as well as the wife of the leader of this party.

During the pre-trial investigation, it was established that at the end of August 2022, a deputy of the State Duma of the Russian Federation and her accomplice arrived in temporarily occupied Kherson under the guise of an official visit. Together with the head of the occupying "Department of Health" and the director of the children's home, they inspected the children and organized the deportation of two children — an 11-month-old girl and a nearly two-year-old boy. Only the girl was deprived of parental care, while the boy was temporarily in the institution due to difficult family circumstances.

To facilitate the unhindered transportation of these two children to the territory of Russia, local occupation officials prepared documents stating that the accompanying persons were the mentioned citizens of the Russian Federation.

The boy and girl were illegally transported to Moscow under the pretext of undergoing additional examinations and treatment, although, as established by the investigation, they did not require it due to their health conditions. Therefore, there were no objective reasons for their deportation to Russia.

According to the investigation, Ukrainian children were issued birth certificates of the Russian sample. Subsequently, the leader of the "Just Russia" party and his wife adopted one child and changed her personal data, except for the date of birth. The whereabouts of the boy are currently unknown — after the deportation, he was handed over to Russian guardianship authorities due to developmental psychological issues.

In addition, in October 2022, another 46 children aged from birth to 5 years were taken from the Kherson Regional Children's Home. For this purpose, the occupying "Minister of Health of the Autonomous Republic of Crimea" and his deputy arrived in the seized city and organized two buses marked with the letter Z and 11 emergency medical service vehicles.

Accompanied by Russian military personnel, a deputy of the State Duma of the Federal Assembly of the Russian Federation also arrived, who began to oversee the process of placing the children onto the buses.

The individuals personally accompanied their transportation to the children's institution "Yalinka," which is under the control of the occupying "Ministry of Health of the Autonomous Republic of Crimea."

Later, the Commissioner for Children's Rights of the President of the Russian Federation arrived at the institution and stated that her office would help place the children in Russian foster families. Profiles of some children appeared on the website of the Moscow region government regarding adoption at "usynovite.mosreg.ru."

The actions of the accused have been qualified under Part 2 of Article 28, Part 1 of Article 438 of the Criminal Code of Ukraine — violation of the laws and customs of war.

The Office of the Prosecutor General reiterates: the actions of the aggressor state regarding the forced deportation of Ukrainian children, granting them Russian citizenship, and transferring them for upbringing in Russian families grossly violate the norms of international law.
