Registration of fictitious disability and influence on the decision of the TCC: the indictment against the doctor and her accomplice was sent to the court

Under the procedural guidance of the Kryvyi Rih Specialized Prosecutor's Office in the field of defense of the Eastern region, an indictment has been sent to court against a doctor from one of the municipal medical institutions in Kryvyi Rih and her accomplice. They are accused of fraud, accepting offers, and receiving unlawful benefits, as well as influencing the decision-making of officials from the territorial centers for recruitment and social support (Part 3 of Article 190, Part 3 of Article 354, Part 5 of Article 27, Part 2 of Article 28, Part 2 of Article 369-2 of the Criminal Code of Ukraine).
According to the investigation, the doctor promised to assist a conscript in obtaining medical documents to establish disability for a monetary reward, which was supposed to create grounds for receiving a deferment from mobilization and subsequent travel abroad. During March-April 2025, she received 5,000 US dollars. However, the doctor did not issue any medical documents.
In turn, her accomplice promised to influence the decision-making of officials from the TCK and SP regarding the removal of the conscript from the wanted list and changing her registration data, particularly in the electronic service "Reserve+". For such "assistance," 6,000 US dollars were transferred.
Furthermore, it was discovered that the doctor illegally received money for facilitating the issuance of medical documents with knowingly false information. Based on these documents, two minor children were granted the status of a child with a disability. The fake conclusions were supposed to serve as grounds for the dismissal of one serviceman from service allegedly due to the need to care for a sick child, while another conscript was to be granted the right to deferment from military service.
During the investigation, the children were sent for a re-examination. According to its results, no diseases that would provide grounds for disability were found, and therefore the relevant decisions were canceled.
The pre-trial investigation was conducted by investigators of the SBU in the Dnipropetrovsk region with operational support from the Main Directorate of the Security Service of Ukraine.
Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
