Organized the illegal departure of military people from Kherson region - the head of the charity fund is suspected

Under the procedural guidance of the Kherson Regional Prosecutor's Office, a resident of the Odesa region has been notified in absentia of suspicion of organizing the illegal transportation of individuals across the state border of Ukraine, committed using his official position (part 2 of Article 332 of the Criminal Code of Ukraine).
According to the investigation, the 46-year-old suspect, the founder and director of a charitable foundation that was engaged in delivering humanitarian cargo from abroad, organized a scheme for the illegal exit of conscript-aged men from Ukraine.
In 2023, he repeatedly submitted lists of individuals allegedly involved in transporting humanitarian aid for the needs of the Armed Forces of Ukraine, medical institutions, and the civilian population to the head of the Kherson Regional Military Administration.
Based on the submitted documents, the military administration approved the corresponding permits, which were sent to the State Border Guard Service. After receiving the permits, the head of the foundation ensured the departure abroad of at least seven military conscripts, who did not return to Ukraine afterward.
The pre-trial investigation in the criminal proceedings is being conducted by investigators of the Main Directorate of the National Police in the Kherson region.
Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime until their guilt is proven in a lawful manner and established by a court verdict.
