09.07.2025
Prosecutors of the Kyiv City Prosecutor's Office have notified the head of one of the departments of the State Enterprise "Ukrainian State Center for Radio Frequencies" of suspicion of official negligence.
It has been established that the suspect is responsible for organizing and conducting procurements at this state enterprise. From September to December 2023, he did not properly verify the market prices for laptops that were to be purchased. As a result, the enterprise acquired 360 portable computers at open tenders for nearly 14.2 million hryvnias at an inflated price.
Thus, it has been established that the market value of these laptops is approximately 23,000 hryvnias, while they were sold to the state enterprise for 40,000 hryvnias, which is almost twice as expensive.
Expert examinations have established that the State Enterprise "Ukrainian State Center for Radio Frequencies" overpaid for the laptops by nearly 5 million hryvnias.
Thus, the enterprise has incurred losses in this amount.
The official responsible for conducting the procurement has been notified of suspicion under Part 2 of Article 367 of the Criminal Code of Ukraine (improper performance of official duties due to a negligent attitude towards them, which caused severe consequences for the state interests protected by law).
The sanction of the article provides for punishment in the form of imprisonment for up to 5 years.
Pre-trial investigation is being conducted by investigators of the Main Investigation Department of the National Police in Kyiv, with operational support provided by the Cyber Police Department in Kyiv of the National Police of Ukraine.
Note: according to Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
